* [ECOS] Bug in Windows config tool 2.03 & 2.04 (REPRODUCABLE)

Goto Build|Packages...
Remove a package, click OK.
Goto Build|Packages... Again
Click OK.  It will crash.

You might note that the package you removed originally was still listed
there.  This happens whether you save the file before going back into
Build|Packages the second time or not!
