FYI, 'packages/net/bsd_tcpip/src/ecos/support.c' defines two global 
timing variables ('hz' and 'tick') which are hard-coded to 100 
ticks/sec, which must be changed if this time-base is not used.  
Ideally, it should reflect CYGNUM_HAL_RTC_NUMERATIOR/DENOMINATOR/PERIOD.
