Ok maybe I missed the ball here... the dreamcast probably does not
care if the redboot.BIN can do iso or not. I guess it _knows_ itself
how to read the iso fs from the cdrom to _load_ reboot from it...

Still why the error? 

An answer to the scramble question, or better a hint for a document
describing the procedure itself would still be welcome though (Comstedt
page is known, but does not comment on redboot)

Perhaps there is some info that might help you on the Dreamcast boot CD 
requirements in Bill Gatliff's article about using it for embedded Linux:
