Fixed conditional block in cyg_ldr_relocate_section()
In some/(most?) cases when objloader package builds itself with debug level =
0, cyg_ldr_relocate_section() does not propagate return value of
cyg_ldr_relocate(), it returns 0 (success). The report about faults is shadowed
by a conditional block. A patch attached.
