$ frysk/bindir/fhpd
(fhpd) load /usr/bin/b<tab>

Doesn't try to complete the file name.

But the identical thing for the run command does do file completion of the
argument given:

$ frysk/bindir/fhpd
(fhpd) run /usr/bin/b<tab>
