Looking at it more closely, the problem seems to be that
  libstdc++{.so,.a}
does not exist for neither nvptx nor amdgcn – and the ME handles this
correctly.

The question is what's needed to get better libstdc++ support – either full
support or like with libgfortran for nvptx stripped-down minimal version.
