I'm trying to compile https://github.com/cschreib/snitch. `gcc 12.2.1` works
fine, `gcc 13.1.1` produces an ICE on the line
```
std::array<ElemType, MaxLength> data_buffer = {};
```

I can reproduce this with 12.2.1 20230502, 13.1.1 20230429, and 14.0.0
20230423. 11.3.1 20230427 is fine.
