We need precisely how to reproduce the issue. And you cannot assume the GCC developers always have a Raptor Lake or they want to run the full Phoronix bench suite. See https://gcc.gnu.org/bugs/. That being said, maybe we can try `-fno-semantic-interposition` first? It's the default of clang, but not GCC. And if a library is compiled with -fPIC sometimes semantic interposition can cause a large performance loss.
