Take:
```
_Bool foo(int x, int y, int z) {
    return (z >= 0) & (x >= y + z) & (x >= y);
}
_Bool foo1(int x, int y, int z) {
    return (z >= 0) && (x >= y + z) && (x >= y);
}
```

In foo1, we can optimize away the `x >= y` in VRP but foo is not optimized
away.
