When compiled with ONLY_ONE defined this produces a nice "static assertion
failed" message, as intended.

Why doesn't the static_assertion happen for the second call?

I'm trying to use this static assertion to simplify diagnostics for invalid
std::thread initializations or std::call_once uses, but it only helps for the
first such error.

Either compilation should stop completely on the first failed static_assert so
that the second call is not diagnosed, or the second call should trigger the
same static_assert in the same way.

I've just encountered this bug again when trying to replace

      constexpr unique_ptr(nullptr_t) noexcept
      : _M_t()
      { static_assert(!std::is_pointer<deleter_type>::value,
              "constructed with null function pointer deleter"); }

with

      constexpr unique_ptr(nullptr_t) noexcept : unique_ptr() { }

which causes a FAIL in the testsuite because now the constructor triggers the
static_assert in the default constructor which already FAILed earlier in the
file and so doesn't fire again.

The static_assert only fires once because we only instantiate a particular
class or function once.  When we instantiate
__assert_callable<std::false_type>, we trip the static_assert, but later uses
get the result of the earlier instantiation.  I don't think factoring out
static_assert into a separate template is going to do what you want.
