x84_64 effective targets usually have *_runtime counterpart where needed, which
is the base effective target together with being able to execute the ISA.

We have vsx_hw effective target keyword which uses check_vsx_hw_available.
# Return 1 if the target supports executing VSX instructions, 0
# otherwise. Cache the result.
Doesn't it satisfy the requirement? Or am I missing something?
