The test has been introduced at r219780. The first failure I see is for r219808
(the previous tested revision is r219776). It is likely that the test has never
worked on darwin.

Confirmed that 22_locale/conversions/string/2.cc fails at r219780 on
x86_64-apple-darwin14.

I think this is probably a bug in the test. I was expecting "Stop\\xff\\xff" to
cause a conversion error, but it is successfully converted to a wide string.

No, I'm switching the test to use either char16_t or char32_t instead of
wchar_t, because that definitely causes a conversion error (instead of
depending on the native character set used by wchar_t). Doing that revealed a
bug in the Unicode conversion routines which I'm just fixing right this second
:-)

Confirmed that the libstdc++ test suite now shows no regressions on
