[nvptx] Update comment in 'libgomp.oacc-c-c++-common/parallel-dims.c'
Small fix-up for r267889 (commit 2b9d9e393766d2fa6e2dd5f361d0db14872cf261)
"[nvptx] Enable large vectors":

> length 2097152 to be reduced to 1024 instead of 32.
