    aarch64: Use type-qualified builtins for [R]ADDHN[2] Neon intrinsics
    
    Declare unsigned type-qualified builtins and use them to implement
    (rounding) halving-narrowing-add Neon intrinsics. This removes the
    need for many casts in arm_neon.h.
