Fix path to t-ppc64-fp for ppc*-vxworks7* libgcc tmake_file
This fixes a basic mistake in the relative path used to reference
a rs6000 specific Makefile fragment in the libgcc configuration bits
for powerpc*-vxworks7.

rs6000/t-ppc64-fp, relative to config/ not libgcc/.
