    Add VxWorks fixincludes hack, #include sysLib.h in time.h
    
    Make sure there is a visible prototype of sysClkRateGet() when
    CLOCKS_PER_SEC is #defined to that in time.h for VxWorks.  This
    would typically be provided by sysLib.h.
