            * value-relation.cc (class value_relation): Move to .h file.
            (value_relation::set_relation): Ditto.
            (value_relation::value_relation): ditto.
            * value-relation.h (class value_relation): Move from .cc file.
            (value_relation::set_relation): Ditto
            (value_relation::value_relation): Ditto.
