doc: Remove direct reference to configure/build docs
This has been broken for years (if not forever), both when it comes
to onlinedocs and local installations.
gcc/ChangeLog:
* doc/sourcebuild.texi: Remove (broken) direct reference to
"The GNU configure and build system".
