Expose expected_throw attribute
Add support for explicit expected_throw attributes to be added in
C-family languages. Document it.

Add support for explicit expected_throw attributes to be added in
C-family languages. Document it.

Add support for explicit expected_throw attributes to be added in
C-family languages. Document it.
