Use substituted GDCFLAGS
Use the substituted value for GCDFLAGS instead of hardcoding $(CFLAGS) so
that the subdir configure scripts use the configured value.
* configure.ac (GDCFLAGS): Set default from ${CFLAGS}.
* configure: Regenerate.
* Makefile.in (GDCFLAGS): Substitute @GDCFLAGS@.
