Dear Folks,
I need to build libgcc.a for the ARM target using arm-elf-gcc complier
version 3.2.3. Where shall I get the compiler, source files for
libgcc.a and the makefile/build procedure? Thanks in advance for your
help.

why do you newer version cross compiler?
http://www.emdebian.org/tools/crossdev.html
this address give you a intergrated cross development environment.
