Hi, who is principal maintainer of libiberty and what incarnation of
libiberty is `referrential' one?
I trying to find most recent version and need to make many
modifications to get it to work correctly and efficiently
with bare Microsoft Windows (not Cygwin).

The principal maintainer is DJ Delorie. I am a co-maintainer. The
master version of libiberty is the one in the gcc repository. Patches
should be sent to gcc-patches, and should follow the gcc rules for
copyright assignment, etc.
