In particular, the scope depth of library units is 1 instead of 0.
gcc/ada/
* einfo.ads (Scope_Depth): Fix circular definition.
(Scope_Depth_Value): Fix value for library units.
Tested on x86_64-pc-linux-gnu, committed on master.
