Current glibc headers only declare fputs_unlocked for _GNU_SOURCE.
Defining the macro avoids an implicit function declaration.

gcc/testsuite/

	* gcc.c-torture/execute/builtins/fputs.c (_GNU_SOURCE):
	Define.
