Given the code:

System.loadLibrary("Native_JNI");

libgcj/ltdl will search for "Native_JNI.so", whereas the 
JDK will look for "libNative_JNI.so"

 Hi Bryce.  I think this one we have to fix in natRuntime.  That's
 because I want loadLibraryInternal to continue to leave off the "lib"
 prefix.  At least, that's what I think I want :-).

    I just implemented JDK compatibility; I didn't try
    to have loadLibrary try both forms.  It didn't seem
    that important to try them both -- JDK compatibility
    seems better here (since loadLibrary, I think, is mostly
    used for JNI anyway).
    
    Tell me what you think.
