 Complete build as in `make bootstrap'?  Which files are rebuilt?
 
 A fix for Makefile.in or <lang>/Make-lang.in would be appreciated, in
 `cvs diff -u' format, along with am appropriate ChangeLog entry.

    This is virtually certain to be a local problem.
    
    What version of make?  This is a clasic broken-make symptom.
    
    Are your sources or objects located on an NFS filesystem?
    If so, does the clock on the build host match that of the
    server?
