    patch in progress. I believe this is a defect in the
    std. [temp.deduct.conv] fails to appreciate that both P and
    A could be reference type. (This is similar to DR 214.)

 This bug still applies with present CVS and 3.2. A slightly simpler to 
 read form of the report is this:

 };
 
 int main(void) {
   X<true> x;
   static_cast<X<false> >(x);
   X<false> y = x;
 };
 -----------------------------------------
 The messages are
