Zero is easy: fzeros %f0 I know this :-) but these instructions are TARGET_VIS only. Although it may seem like it, sparc64 != ultrasparc and I know quite a few people turning -mvis off in the work they are doing for other sparc64 processors. I.e. this is all bogus for COMPARE targets. The whole set FCC bit, or just the "1" case?
