State-Changed-Why:
    Not a bug.  The compiler you use to build gcc and the
    gcc you are ending up with, must both generate the same
    kind of code.  Either 32-bit or 64-bit.
    
    You cannot use a 32-bit C compiler to bootstrap a GCC
    which generates 64-bit code by default.  It simply will
    not work, nor is it meant to work.
