This is a rather old bootstrap failure. Can you please
check whether this still happens with newer versions of gcc
and report your findings?

I found an April 2002 3.1 build log I had laying around and
it did indeed have the problem. So I can confirm it was there
at that point.

I have not confirmed this but don't see any indication in CVS
that anyone tried to fix the problem in config/arc/t-arc. So
my money says it still applies.
FWIW I can see no indication that the arc has any users. This
has been broken a long time and no one noticed.
