Synopsis: configure.in generates bad arguments for cross compiling libraries

State-Changed-From-To: open->analyzed
State-Changed-By: neroden
State-Changed-When: Fri Jan  3 16:15:19 2003
State-Changed-Why:
    The behavior of the top level is both intentional and correct. However, libstdc++-v3's determination of things based on --with-cross-host is not correct.
