For the record:
The bug is fixed on mainline. I now get
PR8462.c:5:16: too many decimal points in number
PR8462.c:5: error: nonconstant array index in initializer
PR8462.c:5: error: (near initialization for `a')
It's still present in the 3.3 branch, though.
