Currently we assume that all file names are
encoded in UTF-8. This is incorrect; we should use
the locale instead (on Unix anyway).
It would be helpful if we
had a convenience function that performed the
encoding and decoding for us. Also then we need
to go through the source and fix this wherever it
occurs.
