this is possibly because your glibc doesn't support cxa_exit.
Your sample works for me on Redhat 7.3 (glibc 2.2.5)

When I try unloading a DSO built with -fuse-cxa-atexit that contains static objects, the termination routine for the static object is never run. In addition, after main has completed but prior to the destructor being run for static objects in the executable, a memory fault occurs.
When I try building objects without -fuse-cxa-atexit the destructors for the objects contained in the DSO are run, but I still run into the memory fault.
When I try building all objects with g++.3.0.3 with or without -fuse-cxa-atexit, all constructors/destructors execute as expected and no memory fault occurs.

Extract a.C, s.C and t.C from archive.tar.
To recreate problem:
g++ -Wl,-rpath . a.C -ldl -lpthread
g++ -fuse-cxa-atexit -shared -o libS.so s.C
