This allows us to track the type of declaration that is stored within a
Rib.

gcc/rust/ChangeLog:

	* resolve/rust-ast-resolve-expr.cc (ResolveExpr::visit): Add Rib argument.
	(ResolveExpr::resolve_closure_param): Likewise.
