Popped up today.
make: Circular configure-target-libiberty <- maybe-all-target-newlib
dependency
dropped.
make: Circular all-target-libgloss <- configure-target-libgloss
dependency dropped.
make: Circular maybe-configure-target-newlib <- configure-target-newlib
dependency dropped.
make[1]: Entering directory
`/ghostwheel/sourceware/builds-combined/build-mips64/mips64-elf/libgloss'
My guess is this patch being applied to binutils and not gcc is the
problem...

Rearrange a little. Use GCC_TOPLEV_SUBDIRS.
* configure: Regenerate.

I was wrong. It's still a problem. This is with a combined tree and
fresh checkout.
Nathaniel could you please look at this ASAP?
