There seems to be a missing make check target for libf2c, toplevel
make check seems to want to do a subdir make check.
(Or is it just me?)

Nevermind. Pilot error. It seems I had an old Makefile that didn't
have a dependency in it for Makefile to be rebuilt. I noticed the new
one did.
