I'll shortly be sending to gcc-patches a series of four patches to
increase the minimum Texinfo version requirement to 4.2 and use the
Texinfo 4.2 @copying feature.  (The current requirement is 4.1; the
current GNU release is 4.3.)  Patches 1 and 2 will just be applied to
mainline, patch 3 with the actual configure change needs review and
patch 4 will be applied once patch 3 is.  If Mark approves they will
also be applied to the 3.3 branch.  To quote the Texinfo NEWS file,

    *** IMPORTANT NEWS FOR ALL AUTHORS OF TEXINFO MANUALS ***

    As of version 4.2, Texinfo has a new command @copying to define the
    copyright and copying permissions for a manual.  It's important to
    switch to using it as soon as possible (as in your next release),
    because the historical method of doing copyright permissions using
    @ifinfo failed to output copyright information in the HTML (or XML)
    formats.  The manual has detailed explanations and examples.  For
    convenience, here's a url to one of the relevant sections:

You can apply any documentation changes you deem appropriate to the
3.3 branch.

I'm treating the actual change in required makeinfo version (patch 3) as a
configure change (needing review) rather than a doc change, since it will
no doubt need many people to increase their upgrade their installed
makeinfo version.
