After some discussion with Paul Brook and Steven Bosscher, I'd like to
propose Bud Davis (bdavis9659@comcast.net) for write-after-approval on
the Fortran front end and the Fortran run time library. His main focus
will probably be the library, but this sometimes entails implementing
changes in the front end.
