Just as a note to everyone, the below type of error (anything about
permission denied, or Template->process failing twice) means it's
recompiling the templates.

This happens whenever i commit a change to the bugzilla code by CVS
(automagically, through the the magic of cvs commit hooks).
Recompiling the templates takes 5-10 seconds, so i don't bother
mentioning it.

As things settle, the number of times i change code will go down to the
point where i can set a maintenance window of some sort (maybe once a
week), and just do these things then.

Till then, if you get an error like the below, wait a minute and try
again.

Sorry for the inconvenience.
