GDB 13 release -- 2022-12-24 update

Hi everyone,

A quick update just before the festivities...

We're down to two issues, one of them for which there is a patch
series pending since Dec 15th, so I hope we'll have it resolved
soon. For the second one, there hasn't been movement for a month,
so I'm a little more concerned; but given the kind of issue that
this is, if visible activity doesn't resume, I think we can release
the .1 with this issue as a known problem.

Next update in a couple of weeks ;-). Happy Holidays!

I've been hoping someone would take a look at this one.  Perhaps we
could set a date when I would just check it in, instead?
