2022-04-24 update for upcoming GDB 12.1 Release

Hello everyone,

Here is another update for the upcoming GDB 12.1 release.
I think we only have one issue of concern, which is the issue reported
by Luis. Hopefully we'll be able to solve that one quickly, although
I do admit based on the review comments received for v1 that we might
want to double-check with the binutils maintainers to get their feeling
about the degree of risk we would be taking with this patch. TBD.
