GDB 12.2 and 13 release updates

GDB 12.2 and 13 release updates

Hi everyone,

It's been a little over 2 months, now, since we release GDB 12.1.
I've looked at the changes in the gdb-12-branch, and so far, we have
one fix in. Parallel to this, we don't have any PR marked for 12.2.
Based on the current situation, I am wondering whether it is worth
planning for a 12.2 release or not...

For the record, the one fix we have is the following (thanks Pedro):

    Fix core-file -> detach -> crash (corefiles/29275)

What I propose is that we don't make a decision right now, and keep
the door open for a release right after the main summer months of
July and Aug, so early September.

Parallel to that, I think we can also plan on starting the GDB 13
release process around the same early-september timeframe. Looking
at the NEWS file, there are lots of goodies listed there already.

It sounds reasonable to me.  The main thing I want to do is fix
regressions from the new DWARF scanner.  I made a meta bug for this and
set the target milestone to 13.
