GDB 15.1 release update (2024-03-09)

Hi everyone,

Quick update on the GDB 15.1 release process, which we are now starting
in earnest. Target dates:

  - Pre-release:    13-14 April 2024
  - Release (15.1): 27-28 April 2024

This is a pretty aggressive target date, so let me know if you think
we would be better off giving more time to get some important changes
in release 15.
