BELIEVE_PCC_PROMOTION has in the mean time been been removed in favour of always
using the multi-arch property --- gdbarch_believe_pcc_promotion, so this is no
longer host/build dependent. The only client left of this property is stabsread.c.

Is it worth it to leave this open? What is "fix" exactly refering to?

I don't think this is worth keeping open.
This is not a macro any more, which I think is the most important thing.
