The solution to avoid that is to use an index (DWARF4 .gdb_index, or DWARF5 .debug_names). Then, if debuginfod offered that, I could imagine GDB just downloading the index section, which is small compared to the rest of the debug info. And then, when it needs to expand a compilation unit's debug info, it could download just the portion of the .debug_* sections that it needs (again, if debuginfod offered that).
