Enable GDB's fast and static tracepoint capabilities for the System z target by
implementing the required target-dependent gdbserver support for the in-process
agent.
The goal is that the fast and static tracepoint tests in gdb.trace pass on
s390-linux and s390x-linux. Note that some of the tests will themselves
require porting.

Fast tracepoints are doable, but static tracepoints appear to have bitrotted
into oblivion long ago on x86 with UST (the only supported combination): see
https://sourceware.org/bugzilla/show_bug.cgi?id=12699 and
https://sourceware.org/bugzilla/show_bug.cgi?id=16679 .
Perhaps the "static tracepoint" part of this bug should be split off, pending
resolution of target-independent issues?

Ah, good point. The intent of this bug was to make sure GDB's capabilities on
System z are on par with Intel. If static tracepoints no longer work on Intel
either, there's no rush to get them implemented on System z.
I'd be fine with this bug covering just the fast tracepoint part.
