I've audited the remaining .h files under gdb/config/, and the ugly wart is
rs6000/nm-rs6000.h (AIX), which still bypasses the generic shared library
mechanisms with macros that break cross debuggers. All the other headers
define things that only apply for the native target, so are okay.
I don't think it's useful anymore to leave this open.

The --enable-targets=... bit has been done:

tm.h files were removed in the process.
nm.h files still exist, and some still contain things that should not be host
dependent --- most prominent things being watchpoints support macros.
Leaving open until that is fixed.
