Is it possible to turn off the "Reading symbol from..." and "Loaded
symbol for ..." messages whenever GDB starts up?

Nope.
I wouldn't mind a patch for this. However, if you type "gdb foo", the
symbols for foo are read before .gdbinit, so you would have to invoke
gdb in a funny way for any user setting to take effect.
