[Bug libc/10596] New: localedata tests fails if gconv-modules is not already installed

On a system with no gconv files installed, the following localedata tests 
fails. They need gconv-modules, which is built in the iconvdata subdir, always 
run after the localedata one due to Depend files.

On systems with existing gconv files, the system gconv-modules is used instead.
